More kindergartens, preschool classes to be built in industrial parks

According to Directive No. 09/CT-TTg, the demand for kindergartens in localities where many industrial parks are based has been rising, but neither public nor private schools have been able to meet that demand. As a result, parents have to send their children to unlicensed private kindergartens that do not meet prescribed safety and health care requirements.

The Prime Minister requests provincial-level People’s Committees to include plans on housing for laborers in their industrial park development master plans, allocating adequate land areas for preschool education establishments.

Besides, construction detailed plans in industrial parks must also be adjusted to have housing and preschool education facilities in order to meet their employees’ basic demand by 2020.

The directive also calls for particular policies to be enacted in localities to attract organizations, individuals and enterprises in building private kindergartens in areas where public ones are not available.

The Ministry of Education and Training is tasked to work with the Vietnam General Confederation of Labor and related ministries and sectors in elaborating policies to increase the number of kindergartens in industrial parks, and directing localities to implement regulations on private kindergarten management.

Meanwhile, the Ministry of Labor, War Invalids and Social Affairs is assigned to ensure the health and safety for children, especially those living in industrial parks.

The Prime Minister also directs the Ministry of Natural Resources and Environment to guide local administrations in working out land use plans to ensure land areas for building kindergartens in their localities, while the Ministry of Construction will set out technical standards and housing models to suit industrial parks’ infrastructure and regulations.-
